Topic: Creating a More Supportive and Inclusive Landscape for LGBTQ Businesses and Entrepreneurs
Cities across the country are recognizing that LGBTQ-owned businesses play a vital role in building vibrant commercial areas, fostering inclusive economic growth, and strengthening community identity. Yet many LGBTQ entrepreneurs continue to face barriers to capital, visibility, and government contracting.
This panel will explore practical strategies that local governments can use to better support LGBTQ-owned businesses and cultivate inclusive local economies. Panelists will discuss tools such as supplier diversity programs, certification pathways, targeted small-business assistance, inclusive procurement policies, and partnerships with LGBTQ chambers of commerce and community organizations.
Through case studies and policy examples from cities that are leading in this space, the conversation will highlight how municipal leaders can create welcoming business environments while ensuring LGBTQ entrepreneurs have equitable access to resources, contracts, and economic opportunity. Attendees will leave with actionable ideas for strengthening LGBTQ business ecosystems and integrating equity into local economic development strategies.

Membership Session with Culver City Mayor Freddy Puza
The City of Culver City was established in 1917 — 109 years ago!
This year, Freddy Puza made history as the city’s first openly LGBTQ+ mayor.
Our August 2026 LGBTQ Caucus Membership Session featured Mayor Puza. Attendees heard about his path from election to the City Council in 2022 to earning the confidence of his colleagues to lead the city as mayor.
He reflected on his leadership journey, what this historic year means for Culver City and the broader LGBTQ+ community, and the importance of visible LGBTQ+ leadership in local government.
Leadership Session: LGBTQ+ & Immigration – Identity, Documentation, and Displacement
The League of California Cities LGBTQ Caucus hosted a timely session on advancing equity for LGBTQ+ immigrants through inclusive local policy. Featuring Bamby Salcedo, President & CEO of the TransLatin@ Coalition, this conversation explored the systemic barriers queer and trans immigrants face and the solutions that can create pathways to safety, visibility, and access.
Affordable Housing and LGBTQ Homelessness Prevention: Municipal Strategies for Inclusion
The League of California Cities LGBTQ Caucus hosted an impactful discussion on LGBTQ homelessness prevention from a local perspective. Our dynamic lineup of expert panelists included Robert Gamboa from the Los Angeles LGBT Center, Brad Sears from the Williams Institute, and Chelsea Byers, Mayor of the City of West Hollywood and Caucus Vice President.
This panel explored the existing challenges that LGBTQ individuals face when navigating housing services while diving into strategies and policies that will ensure LGBTQ individuals can equitably access these critical services and stay housed.
